The comprehensive plan is a policy document that sets a vision for the future use of Fishers. The UDO is a regulatory document that sets the specific land use and development standards for how land is zoned, how land can be subdivided and how land can be developed. The policies and concepts in the comprehensive plan are not intended to be immediately translated into zoning, but are intended to be implemented incrementally over time.
