The adoption of the comprehensive plan sets in place the vision for the community, which the city staff, will then work towards achieving. However, it is important to note that the adoption of the comprehensive plan does not regulate or automatically change the use of land. Only a modification to the zoning code can change the permitted uses to which the land may be developed or alter the regulations affecting that land. Zoning-related actions by a community are generally viewed favorably by courts at all levels, as long as those actions are not made in an “arbitrary or capricious” fashion. Using the comprehensive plan to support future land use decisions can help ensure that actions are properly taken, and that the decision-making process is transparent to citizens.
